Este lunes 1 de agosto, el proyecto titulado \u201cLey para la recuperaci\u00f3n de la riqueza atunera de Costa Rica\u201d fue aprobado en primer debate, para proponer acciones al Instituto Costarricense de Pesca (Incopesca) sobre el establecimiento de pol\u00edticas regulatorias para el territorio mar\u00edtimo nacional.<\/span><\/p>\n

La iniciativa presentada por el exdiputado Jos\u00e9 Mar\u00eda Villalta<\/a>, durante su \u00faltima gesti\u00f3n, pretende reformar la Ley de Pesca y Acuicultura actual, Ley N.\u00ba 8436, en tres puntos fundamentales: la creaci\u00f3n de una flota pesquera nacional, la protecci\u00f3n y aprovechamiento de la riqueza natural del Domo T\u00e9rmico de Costa Rica y la elaboraci\u00f3n de un plan de manejo para los recursos marinos de esta \u00e1rea, desde el Ministerio de Ambiente y Energ\u00eda. <\/span><\/p>\n

Con esto se quiere fortalecer la pesquer\u00eda costarricense y la regulaci\u00f3n de las artes de pesca, que actualmente, seg\u00fan Global Marine Commodities<\/a>, se encuentran con altos \u00edndices de irregularidad y pone en peligro la ecolog\u00eda de los ecosistemas, con la captura de especies como los tiburones y los mencionados atunes. <\/span><\/p>\n

Una destructiva realidad para un pa\u00eds conservacionista<\/strong><\/h2>\n

Los hist\u00f3ricos usos descontrolados y nocivos de los recursos marinos en Costa Rica, no se limitan a la pesca de at\u00fan. La pesca ilegal sigue siendo una amenaza importante y creciente para la vida marina del pa\u00eds. Un informe<\/a>publicado por la Organizaci\u00f3n No Gubernamental, Amigos de la Isla del Coco (Faico), consta que los decomisos por captura ilegal, las intercepciones de embarcaciones y los procesamientos son m\u00ednimos, dejando en peligro el patrimonio natural del pa\u00eds. <\/span><\/p>\n

Un claro ejemplo es el cercenamiento de aletas de tibur\u00f3n, que va en aumento debido a la ausencia de legislaci\u00f3n y a la aplicaci\u00f3n efectiva de leyes. Seg\u00fan Abrams World Trade Wiki<\/a>, Costa Rica aporta el 4% de las exportaciones mundiales de aleta de tibur\u00f3n. <\/span><\/p>\n

Tambi\u00e9n, podemos evidenciar los da\u00f1os de las malas pr\u00e1cticas de pesca que en cuatro d\u00e9cadas le han pasado factura a las comunidades costeras del pa\u00eds. Por ejemplo la comunidad de Lepanto<\/a>, quienes a falta de recursos marinos se han visto obligados a cambiar las redes por pico y pala para dedicarse a la agricultura. <\/span><\/p>\n

Con la aprobaci\u00f3n de esta ley llega la esperanza que traiga consigo una actualizaci\u00f3n a las t\u00e9cnicas de monitoreo en nuestros mares, ya que actualmente las costas quedan al cuidado de las voluntades de activistas, comunidades y organizaciones que muchas veces -con pocas herramientas- est\u00e1n al pendiente de la protecci\u00f3n de la ecolog\u00eda marina. <\/span><\/p>\n

Esta ley<\/a> fortalecer\u00eda otros proyectos como el de OneSea sobre el control de las artes de pesca fantasma<\/a>, que pretende un marcaje de las artes de pesca para facilitar una eventual recuperaci\u00f3n en caso de p\u00e9rdida. Desde la fundaci\u00f3n nos unimos al apoyo de las iniciativas para una pesquer\u00eda sostenible y controlada en el territorio nacional, que apoye a las comunidades que resguardan estos recursos y conocimientos. <\/span><\/p>\n
